Welcome to the latest installment of our popular arbitration program.  This year the program will feature sessions on Past Practice, Hot Topics, and an Advocate View from the Trenches.  It is the same great information and program in a new format.  To accommodate busy schedules, this year GBU will be a half-day program.  This program is also the kick-off to major changes in our programming.  First, GBU will become a yearly program on the 1st Wednesday in May.  Second, it begins our first Wednesday programs; LERA will now be holding its programs on the 1st Wednesday of odd months (i.e., January, March, May, July, September, and November). 

So RSVP and mark your calendars.

8:20 - 9:05      An Advocate View from the Trenches:

This session is focused on insight and advice on how to prepare for and present your arbitration case

How does an arbitrator determine when an activity is a past practice?  What does an arbitrator do when past practice is in violation of clear contract language?  How do arbitrators use past practice as a "gap-filling" remedy?  May past practice restrict management rights?

·       Mark Suardi - Past Practice applied to real cases.

·       George Fitzsimmons - A case on past practice with audience participation.

Director of FMCS St. Louis Region.  Over the years Gene has been no stranger to L/M 
committees, the Gateway Chapter included.  Whenever asked to help us out with
